Morgan-Discussion Reflection

I was the discussion director and in my story the outsiders there was one questions I am still hung up about. First of all there is a social class ranking from highest (socs) to lowest (greasers), but what I don't understand is who is in charge? Is there a tyrant, king, government, or is the highest ranking meaning the socs in charge? My group believes the highest ranking class is in charge which we believe as of now is the socs. So in conclusion we believe so far the socs would be in charge!
